FINANCE FOR IMPACT has been mandated to assess the relevance and results-orientation of Morocco's Green Economy Financing Facility (GEFF). The GEFF is a financing facility set up by the European Bank for Reconstruction and Development (EBRD) with the support of the European Union (EU) and the Green Climate Fund (GCF).
The facility provides financing through senior unsecured loans to financial institutions in Morocco, including banks, microfinance institutions, and leasing companies. These loans are dedicated to financing private sector sub-borrowers (SMEs, corporations) for investments in green technologies and services supporting the transition to a low-carbon economy. Several sectors have been targeted, including clean energy (energy efficiency and renewable energy), water conservation, waste reduction, green buildings, circular economy, and soil erosion protection.
Our team will assess whether the facility has successfully operated in Morocco. We will review the GEFF performance against its original objectives. The team will meet with local financial institutions and beneficiaries to review the existing portfolios and selected projects. The team will also assess the appropriateness of blending finance, including the use of investment grants to facilitate the on-lending process.
